Proponents of giving the District of Columbia a full-voting member in the House of Representatives note that the District pays more in federal taxes than any of the seven states with one House member and a population less than 1 million. However, opponents note that it also receives more money back in federal spending per dollar paid in federal taxes. Here are the seven states, plus D.C., in ascending order by the amount of federal taxes paid.
North Dakota
-Population: 641,481
-Members of Congress: 3; Senate (2), House (1)
-Federal Income Taxes Paid: $3,829,000,000
-Federal Funding Received per Tax Dollar Paid: $1.68
